The city possessed more than one-hundred ports and the Roman historian Livy noted that “no trading ship sails without putting in at some place or other belonging to them.” Rome was also jealous of their success but with Hannibal’s attack on Italy they were fully committed to getting rid of this threat. One reason why Carthage became such an issue for Rome is because it posed a military threat to its territory–the Greek historian Polybius even remarked that “Rome has never been able to live in peace so long as it remained independent; she could not control either her domestic affairs or foreign ones.”
